Mission Title:  Without Representation
Synopsis:  The Klingon Empire has often expanded by annexation, in most cases theis has lead to peaceful acquisition of new territories.  On a backwater planet called Gelloqa Prime, the annexation has not gone so smoothly.  The Klingon settlers have been repulsed by the Gelloquans and yet continue to attempt to hold their territory.  The Gelloquans want the Klingons gone, and have killed the Klingon Governor.  The Governor had been the chief negotiator in the annexations for the Empire.  Now the Gelloquans have appealed to the Federation for help in ettling the dispute.  With the Klingon-Federation Treaty in mind as well as the fact that the Klingon minority is without representation nor means to depart the planet, what will the responding ship's crew do?

I love most things involving Klingons. I'll need to work with James to fit this into the next season, but when we do, you are welcome to help out or join in on the action if you would like.

The following is a retooling of this proposal I did with my OTC instructor.  It gives some more detail on the Gelloquans and gives better suggestions for the Mission points and departmental tasks.

I'dbe more than happy to participate in the mission on any level from taking part playing NPC roles to serving as a guest spot on the crew or any oterway you all may need.  Please keep me posted!

Story points that must be passed?:
1. Arrive at Gelloqa Prime
2. Meet with the Gelloquan Fenoq (king)
3. Meet with the Klingon settlers as a group (They have no official leader) During this meeting a settler named Deltor steps up to try to lead the settlers.  He does not yet speak with the authority of the High Council though, as they are unaware of his having stepped up.  The Crew must assist with getting the message to Qo'noS.
4. Hold talks with both groups
5. Gelloquan Freedom Fighters destroy the Klingon colony vessel's power supply grid using high explosives carried by a suicide bomber., stranding the settlers, then attack the settlement.  The clumsy attack fails but there are casualties on both sides, the Gelloquans take the heavier damage.
6. Three Klingon Birds of Prey arrive to settle the dispute at sword point, they also have High Council Orders confirming Deltor as leader and giving him the title of Governor. The Federation crew needs to step in to avoid the standoff becoming genocide (the Klingons are much more efficient warriors and killers than the Gelloquans.
7. Negotiate peace.
8. Participate in carrying out the terms of the settlement

About the Gelloquans

Appearance:  The Gelloquans are a generally dark skinned race, they are most easily identified by three hornlets that sprout from their foreheads.  The paterns of these hornlets are passed down within familieson the patrilineal line.

Technology:  They are a Warp capable race, but are not by any means warlike unless challenged.  When threatened they will fight fiercely but often inefficiently.

Religious superstition:  The Gelloquans are superstitious about the dematerialization that happens when using transporters.  They will not utilize them if at all possible.  They believe that the spirit can become lost as the body is tehe cradle of the spirit, if the body de-materializes the spirit has nothing to contain it and therefore could be lost.  Injuries are also fared for this reason and are therefore treated by both doctors and spirit shamans.
