The Strategic Operations Officer is a posting held by a Starfleet officer, usually Lieutenant Commander in grade. The Strategic Operations Officer (SOO) reports directly to the Starbase Commanding Officer.

The SOO coordinates all Starfleet activity within the sector of the Starbase, not on the Starbase itself. This includes any duties with other entities or governments in regards to military, scientific, or diplomatic undertakings. In addition, the SOO can assist Starbase Department Heads, the Command Level Officers, or the crew with any duties on the Starbase itself. The SOO is a Starfleet officer and performs duties as assigned.

Overall, the Strategic Operations Officer is a hybrid diplomatic and Starfleet position for an experienced officer or senior enlisted crew member.

In the context of a SIMM, especially a Starbase, the SOO effectively fills the spot of Second Officer with slightly more authority in recognition of their long service, skill, and responsibility.
