Character Bio: Niosa was born to a typical Betazoid family and was taught their ways.  She was a gifted empath as well as the ability to hon in her telepathic abilities around the more chaotic races.  She studied to be a counselor but now is a bartender.

Niosa has a wicked sense of humor but tends to hide it behind a mask of classical demure and softness.  Behind her gentleness, however, lies the heart of a warrior, brave and true, Niosa seldom backs down which gets her into trouble sometimes.  She's positive and always sees the silver lining everywhere.  She doesn't believe in a lost cause and has a lot of patience with her patients.

She's served on bases under the careful eyes of older counselors but is now ready to take on a ship on her own.  Niosa believes in herself which is good since sometimes her job has a lot of problems, especially with the more unpredictable races.

How did you find Shadow Fleet?

As much as the Discovery (or any other ship on the Fleet, to be honest!) could probably use a Counsellor, I'm afraid there are no open slots on the Discovery for any more Medical personnel.  Would you be willing to take another assignment?

I'm sorry that was not what I was told.  Have you checked with Chris?  I believe I was assigned to the Disco.

I have checked with Chris, and I'm afraid that the notion still stands.  The Discovery currently has 4 medical personnel assigned to her and adding a fifth would be too many.

I'd like to be the ship's counselor on the Discovery, I have a character on the Athena and one on the Columbus, I've made it clear I don't want to be on the Phoenix.  Are you denying my Alt, Ms T'Koris?

Ship's counsellor still falls under the Medical department, being a speciality or billet rather than a department on its own.  Because of this, I cannot assign you to the Discovery or risk overfilling a department which would place stress on its crew and commanding officers as we saw with the first mission following the Rising.

I am not denying your application, but asking you to choose a different assignment.  Following precedent, it would be possible to assign your character to either the Columbus or the Athena, but I suspect that the Athena may be difficult with your primary already in the medical department there.

Alright, I just wanted to have a little fun.  I still don't see how my character will be 'stressing' out the Discovery crew and commanding officers, whom I have worked closely with over the months.  Can we ask the Captain and XO and CMO if my character will be stressing them out?  I think you're making assumptions.   If the roster is too big, can't you drop YOUR alt?  Don't you have a half a dozen alts anyway?  Can't you make room, as an administrator, for a regular member?  But no, I don't want a different assignment, I'd like to be ship's counselor with Niosa, she is made specifically for ship's counselor.

I understand that you would like to play a counsellor with this character, and I'm not suggesting that you play any other department with her.  I would simply like you to consider placing her on a different ship to the Discovery.  The alt I hold on the ship, Zero Alpha, is currently linked to several other characters on the ship, meaning that dropping her would be difficult, otherwise I would have done so.

It would be difficult but not impossible, and you're the one concerned about a full roster, not me.  If the captain and xo and cmo of the Discovery are concerned then I will back down.  There is a counselor position open and is being played by an NPC.

My character Jamie is already in the medical department on the Athena, what other ship are you talking about?

There is always the Columbus which is available.

Also, as the person in charge of keeping the rosters balanced, yes, it does concern me to have 5 people playing medical on one ship while there are 3 on the other two, and, to my knowledge, none on the Columbus.

I'm already security on the Columbus and I don't want Niosa on another base, she's already leaving one.  Again, I am already medical on the Athena, I don't want to be on the Phoenix and I'm already on the Columbus.  I'm sorry that the other ships aren't fully staffed, and I don't see why I am being punished because those rosters aren't brimming with characters.

If the roll of counselor was not to be filled, then why is it available?

Counselling falls under the umbrella of medical, in the same manner that a warp core specialist would come under engineering, meaning that a counsellor would still take up a medical slot.  All of the medical places on the Discovery are filled.

You have adequately made your point about your choice of assignment, but as I will continue to repeat, it is not possible at this point in time to fulfill that request.  This is not a punishment in any way, but a simple iteration of the facts.  We do what we can to accommodate the requests made by the players, such as your former request to be assigned to the Athena rather than the Phoenix, but there are times when it just isn't possible.

I think you are wrong, my request IS possible, and I don't understand why you keep arguing with me.  Its not like I'm asking to be a Captain or XO of one ship and Department head of another, or have six alts.  I don't see why I can't be counselor except because YOU don't want it.  I already have two hard working officers.  Niosa is a purely fun character.  This is ridiculous?  Are you the final say?  Can't I petition the other admins?  The captain of the Discovery?

Have you even asked the captain of the Discovery?  or the CMO of the Discovery?

Yes, I have spoken to the captain of the Discovery, and yes, I have spoken to Chris about this.  The decision stands and you're welcome to take a post on the Columbus or even the Phoenix, but the Discovery is not taking on medical staff for the time being.

I will reiterate:  This is not a punishment, nor a reflection on any actions either positive or negative from your other characters, nor anything to do with personal opinions.  It's simply a matter of rosters and which ships can realistically take on more staff across their departments.

"Rosters" is a lousy excuse, we're getting new writers all the time.  I know Kyle wants me on his ship, and what about the other admins?  So you spoke to him but haven't gotten his response?  Again, I want to HEAR from them, not get your report.
